The discovery of a planned  international terrorist attack from within Canada’s sparsely populated Northern Ontario region sends shockwaves through Canada’s Security Intelligence agency CSIS. Research by an investigative reporter of another reporter friend's killing supposedly by the underworld results in the discovery of terror suspects in the region. The situation leads to independent investigations by both CSIS and Israel’s Mossad after the Israeli intelligence agency inadvertently becomes aware of the attack planned during a high profile Detroit American political convention..

Shortly after the discovery reporter Jenna Orr aware of the terrorist in the region and unable to trace sources for a story is assigned to cover an Israel financed industrial development in Timmins. Travelling to the northern city with the Israeli project male publicist the two are personally attracted becoming romantically involved during an unexpected isolation and need to keep warm during prolonged for several days winter storm. Afterwards Benjamin reveals to Orr the supposedly vehicle manufacturing Timmins project is actually a facility to develop Israeli secret weapons. He asks Orr to publish an article supporting the vehicle manufacturing to caste any suspicion away from the more sinister purpose. She agrees under the condition the eventual revelation of the true nature of the project will be given to her exclusively ahead of other media.

Together back in Orr's home town among friends Benjamin discovers known terrorist Merlin and a group of accomplices are in the region. He begins to investigate reasons for the activity independent of Orr's friend and CSIS agent Chris Vachon. The Canadian agent also identified terror suspects in the region while on vacation at his parents Sudbury home. The dual investigation results in implications for Orr's media employer and several friends that  become involved while supporting the reporter. The personal involvement with the Mossad agent leads to Orr becoming the target of the terrorist group and an attempt on her life during a visit to the Toronto home of Benjamin's  parents.

Orr independently continues investing leads on the terrorist activities for the media  independent of both the Mossad and CSIS agents leading to Merlin kidnapping the reporter to keep her from revealing details. The intention is to kill her after the attack so a body would not be found sooner. With both Canadian and American intelligence agencies tracking the now identified Merlin activities the crisis escalates as subsidiary planned attacks happen to deter the agencies as major attack time nears.
